The unidentified and unidentifiable mother of the newly born infant has left behind a completely undocumented foundling.
Without proper documentation this child is obviously not a citizen and must be deported as soon as possible.
That is why the Imperial government of this illustrious national realm has signed a treaty with Mongolia for them to accept children illegally born on the territory of this empire.
Either you have the paperwork to justify your existence or else you are out.
These illegal newborns are therefore to be deported to Mongolia as Statutory Mongols.
