He [VA] proceeds from arguing that facts about the world are dependent on framework and system [FS] to an illegitimate claim that nothing is required for a fact but a FS.
My principle is:
Whatever is a fact, real, exists, knowledge, objective is contingent upon a human-based [collective-of-subjects] framework and system [FS]. The scientific FS is the gold standard of credibility and objectivity.
Can anyone show me which fact, truth, real, exists, knowledge, objective] is not contingent upon a human-based [collective-of-subjects] framework and system [FS] explicitly or implicitly?
The FS is the basic structure which is extended to a FSER [Emergence and Realization of Reality] and FSK [Knowledge and Description].

Here's a lead from WIKI:
A
fact is a true datum about one or more aspects of a circumstance.[1]
Standard reference works are often used to check facts.
Scientific facts are verified by repeatable careful observation or measurement by experiments or other means.
For example,
"This sentence contains words." accurately describes a
linguistic fact, and
"The sun is a star" accurately describes an
astronomical fact. Further,
"Abraham Lincoln was the 16th President of the United States" and "Abraham Lincoln was assassinated" both accurately describe
historical facts.

All the above facts are implicitly conditioned upon its specific human-based [collective of subjects] framework and system [FS].
The article also added:
Generally speaking, facts are independent of belief and of knowledge and opinion.
That is only 'generally speaking' but specifically, the above point is very contentious where philosophical realism claims "facts are [absolutely] independent of belief and of knowledge and opinion" whereas philosophical antirealism [Kantian] oppose philosophical realism.

He doesn't even know enough about logic to understand which end of his process I'm criticising.
