It's not a question of deserving. It's a matter of natural causation in the particular that balances the universe in the general. The big picture gets hidden by emotional attachment to the transitory ... the cause of karma.

For example, when the rains come after the dry season the earth and its critters don't deserve the rain. That would be Justice for Deserts, a moral judgement akin to deserve.

Raining on thirst is just part of balancing the universe.
