Kind of seems so... but then, we might not recognize other elements in play.

What we do seemingly know is that other advanced civilizations have fallen before our's... and they probably thought, as we do, that they were too smart and invincible to be wiped out. It's sad to think how much better we could have done it if we were smarter... but the other civilizations probably thought that too.

If u were an alien who could only see the erf and it's activity and knew nothing else about it other than that, you'd not classify it as a planet that has a species that creates and destroys 'empires', but rather as an intelligent species engaged in material relations with others and its environment. Like if nobody told u that during time x there was a thing called the roman empire on erf, you'd not see anything but people scurrying about making stuff like they ordinarily did during any other period.

Why? Becuz the concept 'empire' is a human meme. An artificially complex description of a state of affairs that augment the actual material facts and activities. It wouldn't make sense to an intelligent organism that didn't organize according to race and nationality, and didn't undergo sudden and radical economic and political changes during its evolution as a social species.

A logically possible fully democratic marxist-like civilization of aliens that would liken our concept of 'nation' to something like their concept of sport; oh that was when they were divided into teams (by creating national borders) and competed for resources. Lol.
