Society
If we live in a responsible society, and not a free for all. The only question about gambling is whether it is good for society.
If not it should be largely removed.
It is for Society to decide and not an authoritarian government.
But then we appear to be living in a kleptocracy and not a democracy
Extending this to other questions.
We appear to have a society and population answering the ambitions of either commerce, or of the state.
The alternative to those is commerce answering the essential needs of society and natural environment as a holistic concept.

I want to add a twist on the question. If we look only at gambling, when deciding if allowing gambling is good or bad for society, our focus may well be too narrow. Perhaps gambling has a net negative effect, if we look at direct effects of it. But it may be positive that we are allowed to make what for some is a poor choice. And I'd add, I think it is very hard to evaluate the effects of things, and then also at the more subtle level, the effects of allowing things or not.

And then also, if we try to eliminate gambling, we won't. We will create more criminals. This might be a net gain or not.

If the apple must go, afortiori, the peach must be cut geometrically. Can the doctor figure out how to treat the infection without causing a fatal adverse side effect?

I don't see any harm in gambling.

Would I be right in assuming that "RWStanding" is short for "right-wing standing"? In which case it's obvious how we deal with the kleptocracy/authoritarian government - MORE GUNS!
