I believe Kant will agree with the Absolute Moral Law [Categorical Imperative] that ALL must wear mask in such a situation as the current pandemic given there are more and more virulent mutations appearing.

But Kant would not agree that this recommendation must be enforceable with punishments. That is politics and not Kantian Philosophy of Morality.
