sanctions

Sanctions against a country inevitably harm the innocent poor of that country more than those creating the policies those sanctions stand against.

It depends on what products are being withheld from that government. For example, if a regime were using armed force against its neighbours or its own citizens, refusing to sell them ammunition - or even blockading its weapons import - might be a good idea. So might not allowing their corrupt officials to invest [hide] money in another country.

They'll just take money that would otherwise be spent for infrastructure of public works or something and use it to buy more expensive ammunition elsewhere.
