seasteading

Seasteading is win/win for humanity because it allows for expansion while actually improving the ecosystem. The only reason it's not already a thing is the overshadowing power of territorial governments.

Think of the waste disposal problem before claiming an improvement on the ecosystem.

Most of the ocean are full of nothing in particular and would not be harmed by "waste" unless of the toxic kind which could spread. Platforms in the vast expanse of nothing would actually create brand new microclimate habitats everywhere.
