The Chinese system is the enshrinement of majority rule. It is the personification of hive-mind. Either get into the mob or be a victim and "it's your own fault". Perfect compliance required, in law or otherwise.

Lol china is an oligarchical state capitalism. Hardly a 'majority rule' at anything. It's never been a communist or socialist system as defined by Marx, and might never be. I know, I know, they're telling you Mao was a communist and the great leap forward was an utter disaster (which isn't entirely true, anyway) and therefore Marxism won't work. Yeah they're tellin you a lotta shit that ain't true, haus.

This Executive Order, which is an abuse of executive power, is going to require extensive files.
Fortunately for tyranny, linking all data fragments into the whole earth web is closer to completion. Adding mandatory retinal scans of every person on the planet to their correlating objective data-profile will help to enforce that The People are being held responsible for their assets. That’s right. Held responsible, by the government, for their own assets.
Many of these scans are already on file and matched up by government agents with their devices. For example, folks are using the convenience of facial recognition more and more. Fortunately for tyranny, government agents also find it a convenient way to unlock your phone and dig into your data.

- Control over you.
In the adult world, to be held responsible means you pay money to those who determine your responsibility.

Nothing wrong if it's free enterprise.
Responsibility for assets extends to private enterprise. For instance, a contractor may have to post a surety bond, in which a surety company as a third party vouches for the contractor financially and performance-wise, so if you screw up the surety company is responsible. Nothing wrong with that. They get their cut and they will do what it takes to get the job done, including liquidating your company, your assets, and hiring you if they want to. It’s in the contract. My intimate knowledge with this stuff is a bit dated, but the principle of surety is the same.
