Elementary schools, old folks homes and animal shelters should coexist. Start the kids learning from the old folks and graduate some of them to the animals when they are ready to take on personal responsibility.

High school, hospice, rehab, and homeless shelters should be the same building. Start them learning from the homeless, then helping with rehab, then graduate some to hospice as they emotionally mature.

Let all the rebels and throw-away people learn to support each other. Rehab may include liberal prisons.

Of course if society was capable of making sense there wouldn't Be any homeless people... and so forth.
