On what basis?
His authority is based on the Qxxx and because GOD-A permit Believers to kill those who 'spread corruption on the land' [fasadin] as stated by Ali Dawah in the video.

The point is a Believer-M [within his ability] must obey the commands of God-A in the Qxxx without exception, thus all Believers has to obey what is stated in Qxxx 5:33 above without exception.
Fasadin{Arabic} translated as 'corruption in the land' in the above, actually in Arabic, refer to any threats to the ideology of the religion and thus even the slightest threat to the religion, e.g. even the drawing of cartoons is perceived as a threat to the religion. Being a disbeliever is also a threat to the religion.
What is critical is to note the zeal, the emotions and the aggression within the preacher when he spoke of the need to kill ex-Believers in accordance to the commands of God-A.
Such an aggressive attitude is expressed by many other zealous preachers and some % of Muslims.
But why do these preachers and religionists has such strong zeal and emotions to obey the commands of a God.
I have been arguing the reason why theists cling to a God is due to the need for a consonance [e.g. a promise of salvation] to relieve the dissonance of mortality and Hell arising from an inherent unavoidable existential crisis- a psychological manifestation.
To gain what is promised of salvation by God, Believers must obey [be obliged] all the commands of God.
With the above obligations to God, humanity is in trouble as it is then, now and will be in the future, because the commands of God included evil elements that permit believers to kill non-believers. Those very zealous believers will thus feel obligated to kill non-believers upon whatever threaten the religion, e.g. even drawing of cartoon, insulting and rational critiquing the religion, etc.
Thus to prevent religious-based killing of non-believers, we must view the problem from the psychological perspective of how the idea of an illusory God is relied upon as a consonance to relieve the dissonance arising from an existential crisis.
The most effective solution to deal with God-related evil and violence is to replace God [no more theism] with some other more realistic approaches as a consonance to deal with the inherent dissonance.
Then we will not have any more [ZERO] theistic related call of killing and violence against ex-believers or non-believers.
ps: just in case, ALL sorts [religious and secular] of evil and violence must be addressed. The above is focused in religion because the OP is solely about religion.
