Any individual has the free will do to what s/he wants to do as a normal or mentally ill person.
But what counts are the general moral principles of humanity.
"No man is an island entirely of himself"
thus the necessity of Reciprocal altruism,

We really want ourselves to do our homework, but we end up watching x instead.
