Focus on the Believers or the Ideology??

Whenever there is a terror attack related to Islam, the first cry is always,
radical Muslims, fundamentalists Islamists, jihadists, terrorists, radicalism, Islamo-fascism, and the likes.
The majority do not direct the attention to the ideology of Islam.
WHY??
The root causes to the above are the following;
The focus must be directed on the truth of evil and violence elements in the ideology.
At present the blame is always on the radicals believers who are actually victims of the ideology itself. This is merely fire-fighting and not targeting the root cause, thus not effective.
If like for all humans, 20% of Muslims are evil prone that is a pool of 300 million evil prone Muslims around the world. It is not practical to deal with 300 million individuals and there is no way to tweak their DNA to inhibit their natural tendency for evil.
However there is only ONE ideology which has the evil and evil elements that influence the 300 million believers.
Pareto wise, it is thus rational and effective to deal with ONE variable, i.e. the ideology.
Why are the majority avoiding research into the Ideology of Islam as the probable root cause of all Islamic related evil and violence?

Three people have died in a knife attack at a church in Nice, in what French President Emmanuel Macron said was an "Islamist terrorist attack".

In Nice, one elderly victim was "virtually beheaded", officials said. Another woman and a man also died.
Mr Ricard said the suspect was a 21-year-old Tunisian national who had arrived in France earlier this month. He had a document issued by the Italian Red Cross.
Police sources earlier named the attacker as Brahim Aioussaoi. They said he had travelled by boat from Tunisia to the Italian island of Lampedusa in September. He was placed in coronavirus quarantine there before being released and told to leave Italy.
Nice Mayor Christian Estrosi spoke of "Islamo-fascism" and said the suspect had "repeated endlessly 'Allahu Akbar' (God is greatest)".

- 1. Within any group [reasonable large] of human there is a natural % [best guess 20%] of evil prone people.
2. Islam is an ideology that has inherent evil and violent elements in the Quran.
3. All Muslims are contracted with Allah to obey all the commands in the Quran.
4. Those in 1 will feast contractually on the evil elements in 2 as a religious duty.
