Development of organisms

How does such (say, human) cell know that it is to be formed (say) on the cornea and not on (say) the kelp? In both cases it comes from the same DNA ...
if knowledge is a chemical process perhaps...
the plant "knows" to face the sun...
but I would suggest that pianoisms precede organisms...
