Would outer space solve overpopulation?

First earth is actually part of outer space so I mean the outer space beyond earth.
Would outer space be a solution to earth's overpopulation? We're certainly planning to go to Mars. But eventually wouldn't what's happening on earth just happen elsewhere? Wouldn't it be better in the long run to put our efforts into solving our planet's problems (including others such as pollution) instead of seeking to populate other worlds? I think our chances would be greater.
What do you think? (a side question is who would have sovereignty in outer space?)
