Yes does electromagnetism represent uncertainty inside certainty. So nonlocality as certainty actualises its self as electromagnetism to get an uncertain location. Certainty would then become the the spacetime continum for electromagnetism. What is energy then but a manifestation of certainty. There is certainty beond c .
