It's now 8:00 PM in NYC and a different time in another time zone. Should the moon have its own time or be based on earth time?

No one lives there so no one cares. The moon is tidally locked with the Earth though, meaning it spins just as Earth does in time leaving it's face pretty much in your face, so if there ever was a time where time was necessary it would at face value be the same.

Perhaps reading up on some thoughts by Nikola Tesla would be nice, in regards to the subject of the moon.
