Of course they do Blags, almost all higher order mammals look at each others eyes to determine what they might do, or what their mood might be, of course like all animals they also look at posture, general facial expressions and the context of a situation. It's interesting to note though holding eye contact for a long time is almost universally considered rude amongst all higher order mammals.
It's a complex business communication, we say there is little carried by words alone and most communication is in tone and gesture and action and context. Animals are no different, their vocalisations carry information, but we all share a common heritage of body language expressing much more nuance than mere vocal audible signals alone. Of course there are exceptions, but then that wouldn't be surprising either. Are the eyes the windows on our souls, well maybe, more likely they have evolved to express a myriad of emotions and desires, that animals of all species can use to communicate. It so happens that the human eye carries a lot of information because much of it is white which places much more emphasis on not just the motion of eyes, but the widening and closing of eyelids adds more nuance than in most animal species. But the mystical shiz I leave to those inclined.
