What a stupid question! It should be very selfexplanatory, and only people with exceedingly low cognitive abilities would ask such nonsens.

Not really ~ allowing evil to exist can simply be because out of ignorance and/or just pure passion without thinking about what is being done or not being done about evil. That depends really on whether for not you yourself are an evil being or not.
