Question concerning "utilitarianism" and politics

So if you are a "utilitarian" you could also believe it is okay for countries to disregard any of their citizens who have suffered injustices anywhere if it meant that they could do more good and make more of a difference by addressing the needs of foreigners who've suffered greater injustices, usually by promoting greater democratization and human rights in other countries.
