Another question related to the "embassy" question

I also wondered under what circumstances it was all right for individuals within and governments of certain countries to give priority to people in other countries ahead of fellow compatriots, country men, country women, country people and citizens.

On edit, I meant to ask this question in the sense of breaches of human rights and civil liberties in which both the foreigners and fellow citizens could fall victim, though it could also be in the sense of economic injustices too.

I should imagine, when the foreigner is in immediate danger and the compatriot is not.
Maybe - though, of course, I don't know - when the foreigner has vital strategic information.

Sorry but are you the child of the same Canadians that did such sterling work in the ME, you do seem to have some very large attachment to the issue, so I thought I might ask?
