UN to send 3000-strong offensive army to aid DRC government

I was given to understand that the DRC government broke promises they had made to these soldiers, so why would the UN support dealbreakers? M23 has so far been portrayed as more humane than the government's own troops. Isn't the UN supporting the bad/worse guy here? The government hasn't even wanted to enter the negotiations table even though M23 has offered it several times. This just doesn't seem right, better it would be to create neutral zones in the country that can function normally while the big bad boys fight by themselves and let might choose right.
