Killing without restraint?

Two major points high-lighted:
1) The qualifications for carrying out extra-judicial punishments and executions seem to be dangerously low with a highly exploitable framework, and
2) The new chief of the CIA says they want to prevent the deaths of civilians in the future without taking responsibility for civilian deaths in the past. While I like the former the later seems to me to imply a lack of seriousness about human lives, and reflects what I've been worried about for years that the US-administration is capable of being relaxed or look the other way in the face of dead civilians popping up under their own leadership.
