I mean he probably still means "the" by it.
Ah, OK, but that's how I took it, at first. I noticed the shift to 'a' from 'the' and that this had no effect. It still seemed to indicate his old FSERC which he seems to think is the only one. However it's spliced, he's assuming something on no grounds.
