no, much less. the first step is going to take some research by a team of engineers it will probably take about three months in the design phase. I don't have access to the information I need, but most of the information is available. the basic dynamic can be explained in less than one page, and the overall math for that I did in joules. it utilizes a fairly new technology that is being used for something else. I'm not really sure who to contact. I sent it to DARPA for an office action, and to the D.O.E. for funding and implementation. I am very busy, and very poor. The UK would be interested. How expensive would it be to implement? More than the five billion?
