I tried to post a similar comment, but could not find it, so on the assumption my previous comment failed to post, I am writing this one. I apologize in advance if the posted comment appears twice.
Why would Imams have to specifically tell other Muslims not to hold an Islamic prayer for the terrorists if this is a well-recognized part of Islam? Doesn't this cut in the other direction? The fact the Imams have to make a point of not praying for the terrorists would imply that Muslims typically have been praying for the terrorists.

It's reasonable to suppose that other sects have similar media. The Congregationalist Church could be an exception, because this church decides at congregation level.
