You really need to read some actual philosophy Bill as what you're trying to say has been discussed better back in the 17th and 18th century, i,e, try reading the British Empiricists for starters.
You also need to improve your logical thinking skills, e.g. "EVERYTHING is sensory input" and "What we need to do is to stop projecting" appear to be contradictory thoughts, i.e. what can we be projecting if everything is sensory input?
Observe our self in the environment that we find ourselves in AT THIS VERY MOMENT.
You really need to be clearer about what you are proposing, give us a technique of how to observe our self doing its observing and where or how do you stop in this infinite regress?
p.s.
If people really wish to try such things then NLP offers a few useful and simple techniques to experience what they call 'uptime' or for a different take 'stopping the world'.

Again, you make up all these requirements and frankly, red herrings that are not only false but have no purpose or meaning in the discussion.
I lift weights every morning and every evening. I also go on hikes and long walks usually every day because I enjoy the benefits. Am I a "legitimate weightlifter?" That CANNOT be answered without one's personal manufactured explanations.
If you want to call me an illegitimate weightlifter, be it as it may. You haven't the authority to tell me whether I'm legitimate at something or not. My world does not revolve around weightlifting. If I mess up and blow it off for a few days, does that negate my commitment from the beginning? No. Does it make me illegitimate? That's up to you, but has NO point in this conversation unless you can provide some explanation for your definition. YOU MADE IT UP. EXPLAIN IT OR IT'S NOT EVEN WORTH CONSIDERATION BECAUSE WE ARE NOT PRIVY TO YOUR INTERPRETATION OF IT. What will it take for you to understand this?

I feel as if you were supposed to understand more...you would.
It's not up to me to feel stress that you are to deeply understand philosophy...real philosophy.
That's on you.
...not sure of your age but I had an experience, a deep philosophical experience, when I was quite young.
And now here I am.
I was convinced back then, and I still believe today, that philosophy is a young mans game.
Philosophy, true philosophy is born in a young mans mind... or spirit.
Deep, deep pain and anguish brought me to a point back then when all meant nothing.
I developed an intuition. I couldn’t trust what I had known as my self.
An amazing time as I look back on it.
Consciousness. Self-consciousness. Nothing else matters.

You really need to take a long hard look at what your subconscious is showing of your mental state. It's so far from what you think it is it's almost pitiable.
