It's funny! And most importantly, it very well emphasizes the national peculiarity: thrift, excessive frugality.

Perhaps you have to be Jewish to really get this joke, but the idea is that (and for whatever the reasons), many Jewish people are never satisfied. It's just a cultural thing and quite apparent in restaurants.
