You haven't pinned down what type of war you have in mind. If you are conducting a war against evil(not the axiom of evil, of course!) then, one would have a better feeling, looking at juxtaposition of "art" and "war".
I think you mean the 'axis' of evil?

How can you conduct a war against a noun?
My mistake.Thank you for noting. Although you might find ones like, in the realm of religion, who could fight against obvious a thing as an axiom.

war [wawr] noun, verb, warred, war·ring, adjective
verb (used without object)
10. to make or carry on war; fight: to war with a neighboring nation.

Especially when killing is considered solution.

But you can't fight the word. You have to attack the people and bomb the buildings.

Nevertheless a war was conducted against Germany and Germany is a noun

No, the WORD Germany is a noun.
I think you might need to think about this.

Of course when a war was fought against Germany it was thought against that which the word refered to not the word itself. Similarly a war against an 'axis of evil' is also fought against that to which the word refers not the word itesf
