The original question is much more complicated.

Assuming enough water (for more than "grasses") if not mowed/grazed the grasses would become eliminated by competition from shrubs/treesshading them out. Even if remaining in "grasses" there are species in the mix dependent on grazing/mowing (say birdsfoot trefoil)if tehy are to thrive/reproduce.
