To be fair I Googled milliards and it said it was an 18th century term for billions. Yes, the OP seems to hold two mutually inconsistent positions. Whilst pretending to know nothing s/he claims to know the mind of god in other instances.
PS.
Correction "milliard" is an archaic word for one thousands million. Originally one billion was a million million and that was the case until very recently in the UK. It is only in financial markets first and then in science that the Americanism billion= 1 thousand million has been introduced.
