I'm not sure by 'savages' Hobbes is suggesting the British went to Australia to 'civilise' aborigines or convicts. In either case i would disagree.
When it comes to civilisation however i think one should agree that there are degrees of what can be considered a civilised society...and making citizens within such a society die for wrongdoings is the lesser civilisation in my opinion.

I like to call a spade a spade. The Aboriginees were not "civilised", so civilised people came along to change all that for them. Now they live in houses made of corrugated iron, and are not allowed to hunt; suffer from alcoholism and deprivation; having lost many of their traditions and self respect.
Meanwhile the USA looks down on "tribal areas" in Pakinstan and rains down 'civilisation' with drones strikes which kill men, women and children.
Civilised people at home watching it on the TV see dramas and real footage of so-called surgical strikes, and are told that women and children are being used as "human shields", whereas in fact the US is just slaughtering people going about their daily business.
Meanwhile the millions that have been displaced by the wars of the Middle East are being turned away from the protection of 'civilisation'. To suffer and drown trying to cross the Med to safety.
So who is stupid?
