It's that beliefs are not necessarily related to behavior/action, and of course they're not the same thing as behavior/action. It's not that they're never related to behavior/action.

Well, I don't know about you but I wouldn't bother with making fucking coffee in the morning if I didn't believe that I want it.
And I wouldn't bother investing millions in renewable energy if I didn't believe global warming is a problem.
And I wouldn't bother investing so much of my time/energy burning down a Philosophy forum if I didn't believe Philosophy (as you idiots practice it) does more harm than good.

Sure. That beliefs are not necessarily related to behavior/action means that one can have a belief that one doesn't act on. A lot of things that people learn in school are in this vein. For example, one might learn and thus have a belief that "Mollusca is the second-largest phylum of invertebrate animals after the Arthropoda," but that belief never relates to any behavior/action after the person moves past the biology/marine biology course where they learned that.

You can't help it. You acquire countless beliefs every day, even. About various things that happened, for example. The vast majority of those are never acted upon. Of course a lot are forgotten, too, but not all of them are.

So one way to falsify that for someone would be to acquire evidence that a particular person seems to have no capacity for observing and remembering anything that happens.
