I see him more as a devil's advocate pointing out some of the more obvious absurdities in the modern world. This makes Bob and evolutionary backwater of the first degree. His ideas are without merit and his default setting of anger is directed at imaginary forces. He has mobilised himself along a open road which has no destination except his own twisted imagination. I don't think he is clinically insane, but is the best example I'm come across of a person who defines the American definition of "mad". Mad being more than angry less than idiotic.
Bill is interestingly the complete opposition. He has no hint of angriness, but definitely has the touch of idiocy.
There complement each other perfectly offering polarised views of middle America.

My armchair diagnosis is that Bill is probably a bona fide nutcase whereas Bob is just a common or garden moron.

I'm always more than willing to correct people when they're wrong, Bob, but I thank you for your gracious invitation. People who use smilies are not the lowest form of life and are generally to be congratulated for their economy of language. The lowest form of life are actually people who use bold type and a large font to express entirely pedestrian opinions.
