So what kind of 'dictiionary' do we need to find definitions of whatever it is that is coming out of your plaque-infused brain? Newton's laws are the laws of motion. That's a sentence, in English. One can look up his equations and apply them to real-life scenarios, but I'm sure if someone asked him what his equations were describing then he would have been able to tell them.
