The Nunga don't want more people swarming our shores and insisting on living among us.
Many of my UK family ALSO don't want more people crowding within their shores, realising more people = unsustainable existence. (unless you want to live in dire circumstances like those in India and China)
Precisely when does the population increase reach a point where most live in squalor and you decide that enough is indeed enough?

You want to reduce population? Give women educational and economic opportunities so they can escape their reliance upon a patriarch. Increase healthcare and the general standard of living for the masses so they don't have to rely upon large families for care and upkeep, etc, etc. All proven methods for reducing population growth.
