Don't know if it was ever compulsory or why it should have been. Not everyone had families to whom one's last words were specifically assigned. I can't see why it would be compulsory either; perhaps some feel compelled to write a reflective and comforting letter to be sent home, before they are breathing their last. It doesn't really make sense that death letters should be obligatory since by definition they consist of your final and most "personal" thoughts. Perhaps they are mandatory under certain conditions but can't tell what those would be.
That's the real reason for death letters, the last and final words of truth so to speak upon expectation of imminent demise. We think very differently then we otherwise would even when writing a Will which is just one of life's formalities. But death letters are like summarizing final confessions; not all of them particularly comforting to those who will read the last remains of one's writing.
