Thanks, Skip, I will have to watch or listen to 'Under Milkwood' at some point. But, as yet, I can't fit it to that.
I saw the documentary @1:30 when he talks about that, no mention of Under Milkwood was made.

I'm no expert by it certainly doesn't sound like Dylan Thomas to me. I think it's just Richard Burton being Richard Burton.
