Example: one of the surest ways to reform the American political system is implementing a binding None Of the Above option on every ballot of every election from the federal on down.

Binding NOA would force all parties, large and small, to foist up a better grade of candidate and strip away a measure of power from the parties.

For such a thing to be (as a function of all elections) Congress would have to act. The current iteration of politician (of any stripe) will never sanction such a thing (what power broker in his or her right mind willingly ties his or her hands?).

No, not a one of the Left or Right will ever champion law that hobbles law makers...the pendulum swings far too often from Left to Right (and back again) to enact law that certainly hurts your enemy today but may hurt your side tomorrow.
