You've definitely misunderstood. Citizenship is neither here nor there. All persons within the jurisdiction (which means everybody who is physically in the place, not merely citizens) is guaranteed the right to a fair hearing. So yes, illegal immigrants are all individuals, and all those individuals are guaranteed equal protection and due process.

I am not making any particular case for their human rights here, I understand you bitterly oppose granting any to them. But from your own cherry picked document :

No, fortunately. It's called transparency.

That is the due process required as determined by the Executive Branch of the Federal government, due to the conditions created by The Democrat Party That Hates America. In this situation, the plenary powers of the executive branch, including emergency powers, take effect. Simple and clean. Judgment of the situation is what makes an executive.

Here, it's simple.

The Democrat Party That Hates America, wants to fundamentally change America by hook or crook, so the due process of immigration was ignored. The Laws were ignored. The end justifies the means.

This created an emergency situation, as determined by The Executive Branch, that is now asserting constitutional authority to correct the situation by dealing with the emergency.

In opening the border to any and all, the Biden administration was not responding to a security crises, it was creating one, thus it was illegally asserting executive powers because it wasn't defending the country.

The only other solution to the problem, by those who think words are reality, is to make all the illegals, legal. Full amnesty for all.

The emergency still remains in reality, however, because the illegals will not have been deported.

And in reality, due process was followed with Garcia, as determined under the authority of the Executive Branch, which is also following the laws and the judgment of the Supreme Court, which is to facilitate the return of Garcia. However, the government of El Salvador, which has jurisdiction over Garcia and always has, must first offer him up for a free plane ride.
