I seriously doubt that Bill had conservation of natural resources in mind. I don't know where the quote is from, but if it comes from a political source, it is arrant opportunism. What political conservatives wish to conserve is cultural resources, often religious, more generally economic. It is promoted particularly by the powerful, because it is their economic status they wish to conserve. The wonder is that elitists manage to persuade so many that everyone's interests are best served by maintaining the status quo.
