if the arrests are announced overtly

if the rioters were ORANGE MAN folks, expect fast arrests with top of the hour, front page coverage

if even a few of the rioters were masqueraders, arrests won't come quickly and certainly won't be reported (or, at least, won't be reported as headline material)
