Viability is not a distinguishing characteristic of personhood because after conception, a person is viable both in the womb and outside the womb until the person encounters a nonviable condition. A nonviable condition for a person in the womb is separation from the mother. A nonviable condition for millions of adult people outside the womb would be total loss of services for a week, or two, but no more than four.

Stay the hell away from New Orleans, though...that place is a cesspool.

No, viability can't be the litmus test. I'm inclined, as I say, to consider the foundations of brain & nervous system as the beginning of personhood. That foundation is formed by 4 weeks.
Consider this, however: what a woman carries from conception is undeniabily 'human' and 'alive'. Left alone, this cluster of living human cells will become a human being. We can, as the mood strikes, expend an awful lot of time, energy, and money catering to and coaxing potentials far less concrete than the potential inherent in that bundle of human cells.

1- Hopefully it will last for as long as you're alive. Given another 20 to 30 years (probably less) and it won't look the same from the way you see it now.
2- Potential can take many forms. It can be hideously destructive or wonderfully creative. As applied to humans these extremes are the exceptions but by far most are just another addition to a massively overcrowded planet.
