The concept of a socialist state or a capitalist state is quite imprecise and founded more on emotionalism than the supporters of each usually wish to concede.

Usually, the "feeling" undergirding each is their preferred "intentions" or "goals" of their imagined society.

In a general way, the capitalist state rewards people based on their contributions to production, patriotism, tradition, etc... and believe that an unequal distribution of rewards is best. Their motto might be; TO TREAT UNEQUALS EQUALLY IS NOT JUSTICE. The method they feel that best promotes a good society is competition. Competition is a process which informs us who is better at whatever we are trying to achieve.

In a general way, the socialist state aims to reward people, not for their contributions per se ... but for their mere humanity. Their motto might be construed as: WHEN THERE IS ENOUGH FOR ALL, ALL SHOULD HAVE ENOUGH. The method they they feel which best promotes society is cooperation.

In reality, we are all circumstantially socialists or capitalists, as I believe each of us has a dual social nature. That is why these same debates recur again and again on all forums such as these.
