Yeah the faster an observer in locality moves nearer to c the less local he becomes relative to an observer traveling slower relativly c. So time moves slower relativly as you get near to nonlocality. Is that true. C being the speed of light and nolocality.

Jackles, the closer you get to c the more local you will not be. That is true, but then moving away from people at speeds approaching c and getting further away is hardly more than a tautology.
Do though explain what you mean, for once perhaps in your stupid Jesus life. Because I am out of ideas as to what you mean any more?
Let me iterate though that c is it seems the speed limit of the universe and the speed of light, wonderfully, that is true and no one knows why. The speed of shite is something else though...

Ok c is nonlocality so the faster an observer goes the nearer to c or nonlocality he becomes relative to a locality or observer having a lesser speed relative to c or nonlocality. Exept for the fact of course that the conscious awareness of the observer doesnt time dialate or age relate to c or nonlocality. Consciousness of course existing independent of the below c event. The consciouness that experiences c in a moving mirror as all mirrors are moving is already beond c as a nonmoving consciousness and no matter how much a mirror is accelerated it remains the exact same as far as c and unmoving consciousness is concerned. Hope ya get that.
